Carlos Carrión-Crespo is the specialist for public services and utilities in the Sectoral Policies Department of the ILO, he has actively promoted the ratification of ILO Convention No.151, and has coordinated or authored several ILO publications on social dialogue and the protection of whistleblowers in the public service.
