Young Workers' Caucus

During the 2025 AFRECON, Young workers from the region raised alarm over rising unemployment, insecurity, weak social protection and shrinking space for youth participation in unions, and pledged to rebuild union power and defend decent public jobs. They resolved to organise for fair recruitment and job security, and add their voices to tax justice campaigns, utilise training and mentorship to advocate for other young workers in conflict-affected areas.

Young Workers Resolution to the Africa Regional Executive Committee (AFREC) of the Public Services International (PSI) Africa and Arab Countries, held in Ghana from 9 -15 November 2025.

Noting the plethora of economic, social, and political challenges facing Africa and Arab countries, with severe effects culminating into the highest levels of unemployment and under-employment of young people in our region; insecurity; scarce opportunities; and political infiltration;

Concerned that the power of trade unions at the place of work is dwindling due to attacks on public services and public sector workers through political interference / sabotage, lack of in-service training and support for young people, and the pushback from management against the active participation of young workers in trade union activities, resulting in increased vulnerability to social ills such as drug abuse, discrimination, and joblessness; 

Affirming the significance of our collective efforts and dedication to promoting equity, solidarity, progress for young workers at the workplace and within the trade union movement as well as our collective responsibility as young workers in promoting peace;

Recognizing the continued support of the PSI leadership in the region, including the General Secretary, toward the concerns, aspirations, and activities of young workers;

Do hereby resolve that:

  1. RESOLUTION ON UNEMPLOYMENT AND JOB INSECURITY

Young workers shall:

  • Organize to promote decent employment opportunities and entrepreneurship.

  • Advocate for fair recruitment, transparent postings, and protection against unfair contract terminations, especially for women returning from maternity leave.

  • Support peer mentorship and wellness initiatives that address joblessness, frustration, and substance abuse resulting from the frustration of unemployment.

2. RESOLUTION ON SOCIAL PROTECTION AND SUPPORT

  • Campaign for stronger social protection systems that guarantee decent work, fair, just and equitable wages, and affordable housing.

  • Advocate for tax justice as a means of funding social protection and strengthening public services delivery.

  • Promote mental health awareness and community-based welfare programs for vulnerable young workers.

3. RESOLUTION ON CAPACITY BUILDING

Young workers shall:

  • Pursue continuous training and skills-development programs to enhance employability and leadership.

  • Lobby and Encourage unions and workplaces to provide equal opportunities for youth to learn, lead, and grow.

  • Expand youth-to-youth mentorship and exchange initiatives across the African and Arab regions.

4. RESOLUTION ON YOUNG WORKERS IN WAR-TORN AND CONFLICT-AFFECTED AREAS:

Young workers shall:

  • Advocate for peace, tolerance, and unity, and reject all forms of electoral and political violence.

  • Advocate for support for displaced young workers through digital networks and solidarity campaigns.

  • Defend the labor rights and dignity of all young workers in conflict-affected communities.
