PSI Mourns the Passing of Nora Wintour

It is with deep sadness that Public Services International (PSI) marks the passing of Nora Wintour last 15 April. Nora was not only a dedicated trade union rights advocate but also a pioneering thinker and activist for gender justice, whose influence and leadership left an indelible mark on the global labour movement.

Nora joined PSI in 2000 as the Trade Union Rights and Equality Officer, bringing with her a wealth of experience and an unwavering commitment to social justice. In this role, she worked closely with PSI affiliates and the PSI World Women’s Committee to strengthen the organisation’s commitment to equality and inclusion.

One of Nora’s most impactful contributions was the development of PSI’s Gender Parity Policy, which was formally endorsed at the PSI Congress in 2002. This groundbreaking policy, which set binding targets for gender balance in PSI's leadership and governance structures, was a bold and visionary step that placed PSI among the first global union federations to take such a decisive position. Nora's direction was critical in driving this change, working collaboratively and persistently to ensure that the policy reflected both the needs and aspirations of public service women workers around the world.

Her efforts went beyond policy development, Nora was a mentor and ally to many within the movement, always ready to offer support, strategic advice, sorority and solidarity. Her deep knowledge of international labour standards, combined with a firm belief in intersectional feminism, led her work and inspired those around her.

Nora was appointed PSI Deputy General Secretary in 2007, a position she held until 2009. During her tenure, she continued to champion the rights of public sector workers, with a strong focus on equality, intersectonality, and global solidarity.

Nora Wintour’s legacy lives on in PSI’s ongoing work and in the hearts of all those who had the honour of working alongside her. Her vision, integrity, and tireless advocacy have helped shape a more inclusive, feminist and just global labour movement.

We extend our heartfelt condolences to her family, friends, and comrades around the world. Nora’s memory will remain a source of strength and inspiration for generations to come.
