PSI Intera-America and CONTRAM representative meets FLACMA leadership

The UCLG Annual Retreat that took place in February 2025 in Barcelona was also an opportunity for PSI Interamericas and CONTRAM-PSI representative Rebeca Céspedes Alvarado (ANEP Costa Rica) to meet leaders of the Latin American Federation of Cities, Municipalities and Local Government Associations (FLACMA).  

FLACMA represents 16,132 municipalities, municipalities and prefectures, cities and local government associations in Latin America and the Caribbean, and is the official representation of United Cities and Local Governments (UCLG) - PSI's global employer counterpart forthe LRG sector - in Latin America and the Caribbean.

 The meeting focussed on the many opportunities that both PSI Interamericas and FLACMA can seize together in terms of advocacy in favour of stronger local democracy and funding for local quality public services, as well as the common challenges such as climate change and digitalisation all while ensuring decent working conditions for the many LRG workers in Latin America and the Caribbean.  

 PSI and FLACMA representatives resolved they would prepare a draft agreement they would share and discuss with their membership and organise a first exchange to better get to know each other, explore areas of common interest and prepare a shared workplan. The meeting was facilitated by Daria Cibrario of the PSI International Secretariat. 

The proposal to re-approach FLACMA was discussed at the 8th PSI LRG Global  Network on 11 December 2024 and there agreed. A first meeting between PSI GLR leaders from Latin America and FLACMA took place in 2022 in San José (Costa Rica), under the leadership of Rebeca and with the facilitation of Juan Diego Gómez, then Sub-Regional Secretary for Andean Countries. 

LRG Regional social dialogue already ongoing 

Regional social dialogue agreements between PSI and UCLG regions in Europe and Africa already exist and are in force: 

Europe: Since 1998 there has been a European social dialogue committee in the LRG sector between the Council of European Municipalities and Regions (CEMR) - European chapter of UCLG - and the European Federation of Public Service Unions (EPSU) - PSI Europe region. This dialogue is facilitated by the European Union, which recognises the LRGs as employers and obliges the trade union and employer parties to the European sectoral social dialogue. Thanks to this mechanism, the parties meet 3-4 times a year, adopt an annual work plan, and negotiate sectoral agreements and guidelines at European level whose implementation they promote at national and local level.

Africa: In 2022, PSI facilitated the negotiation of a Memorandum of Understanding between UCLG Africa and PSI-Africa. This agreement already enabled the reciprocal participation of UCLG Africa in a PSI Africa regional conference; the participation of PSI Africa in Africities 2022; a joint meeting on the situation of public waste collection services and decent work in six African cities. This dialogue was mentioned as a good practice in April 2025 in a document of the UN Commission of Experts on Public Administration.
