Workers Rights PSI Calls on Japan to Grant Labour Rights to Civil Servants and Firefighters

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution demanding that the Japanese government urgently extend basic labour rights to civil servants, including the right of firefighters to organise. The resolution condemns Japan’s disregard of ILO recommendations, while reaffirming that all public sector workers must enjoy fundamental labour rights in line with international standards.

RESOLUTION #5: CALLING FOR BASIC LABOUR RIGHTS FOR JAPANESE CIVIL SERVANTS AND THE RIGHT OF FIREFIGHTERS TO ORGANISE
At the ILO Committee on the Application of Standards in June 2024, the basic labour rights of Japanese civil servants were individually examined for the first time in six years, since June 2018, within the context of the application status of ILO Convention No. 87.
We note that the Committee on the Application of Standards, in its conclusions regarding the case of Japan, has requested the Japanese Government to engage in consultations with labour and management bodies and submit a report on improving the status and working conditions of fire service personnel, examining the right to organise for penal institution personnel, and reviewing the autonomous industrial relations system.
The PSI-AP acknowledges that basic labour rights are still not granted to civil servants in Japan, and that even the right to organise remains prohibited for fire service personnel,
we condemn the Japanese Government's continued reliance on outdated arguments, firmly rooted in the preservation of the existing system, while repeatedly disregarding ILO warnings.
PSI-AP resolves that the Japanese Government must take the ILO’s recommendations seriously and urgently grant basic labour rights to Japanese civil servants, including at least the right to organise for fire service personnel.
