PH unions say no to “Rightsizing Bill”

PSI affiliates the Philippines mobilized on November 30, 2022 calling for the enactment of the Public Services Labor Relations Bill (House Bill No. 1513) and the New Philippine Nursing Practice Act of 2022 (Senate Bill no. 589).

PSI affiliated unions in the Philippines participated in a rally on November 30, 2022, to call for the enactment of the Public Services Labor Relations Bill (House Bill No. 1513) and the New Philippine Nursing Practice Act of 2022 (Senate Bill no. 589). The groups also registered their opposition to the Rightsizing Bill (House Bill No. 12) which may result in further streamlining of the workforce in the public sector. 

In the past, the government has employed streamlining measures resulting in mass layoffs of government workers, forced displacement, reassignment and transfer to other government agencies. All these eventually led to inefficient public service delivery. 

There are around 170,000 unfilled positions in government offices and around 684,000 contract of service (COS) and contractual employees. Unions urge the government to address these issues rather than passing a new measure that will further complicate the human resources system in the public sector.
