Palestine, Myanmar, Indonesia, Philippines, Nepal, Korea, Japan, South Asia - resolutions at APRECON 2025

PSI’s 15th Asia-Pacific Regional Conference (APRECON 2025) took place from 8-11 September 2025 in Kathmandu, Nepal. The Conference adopted 13 resolutions, including two Emergency Resolutions, that reflect PSI and affiliates' position and understanding on some important issues of our times.

Palestine-Israel

At its 15th Asia-Pacific Regional Conference, PSI affiliates adopted an emergency resolution expressing unwavering solidarity with the workers and people of Palestine. The resolution condemns Israel’s systematic attacks on civilians, health workers, and public infrastructure and calls for an immediate and permanent ceasefire. The resolution also urges governments to halt arms transfers to Israel and ensure reconstruction efforts in Palestine are led by local unions and communities.

Nepal

At its 15th Asia-Pacific Regional Conference in Kathmandu, PSI affiliates adopted an emergency resolution expressing solidarity with the workers, unions, and people of Nepal due to political unrest. The resolution condemns the killing of protestors and attacks on democratic institutions, journalists, and trade union offices, reaffirming that freedom of speech, association, and peaceful protest are fundamental rights. It calls for an independent investigation into the violence and reaffirms PSI’s support for Nepali unions in their fight for democracy, workers’ rights, and quality public services.

Regional Action Report

This report summarises PSI Asia Pacific’s implementation of the 2019 Regional Action Plan (2019–2025) adopted at the 14th Asia Pacific Regional Conference in Indonesia. It captures major union victories across the region—from new labour laws and ILO ratifications to successful campaigns against privatisation. The report also highlights PSI’s pandemic response, growing union strength among community health workers, sanitation workers, and private hospital workers, and the emergence of new youth and women leaders.

Korea

At its 15th Asia-Pacific Regional Conference in Kathmandu, PSI affiliates adopted a resolution condemning the Korean government’s denial of trade union rights to 400,000 public sector workers. Despite ratifying ILO Conventions 87 and 98, the government persists with unilateral wage guidelines, restrictions on strikes, and invalidation of collective bargaining agreements. The resolution calls on the Korean government to establish regular consultations with public sector unions.

Korea

At its 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution calling on the Korean government to urgently pass the Public Renewable Energy Act. The resolution highlights the threat of 16,000 job losses and economic damage from the planned closure of coal-fired power plants, while condemning the government’s push for privatisation. It supports the campaign for a public pathway to energy transition that secures workers’ rights, protects local communities, and ensures energy remains a public good.

Korea

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution demanding that Korea’s National Health Insurance Service (NHIS) immediately fulfil its 2021 agreement with Korean Public Service and Transport Workers’ Union (KPTU). Despite a government directive to regularise irregular workers, NHIS is delaying implementation, while introducing restructuring measures such as AI systems and reduced career progression.

Japan

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution demanding that the Japanese government urgently extend basic labour rights to civil servants, including the right of firefighters to organise. The resolution condemns Japan’s disregard of ILO recommendations, while reaffirming that all public sector workers must enjoy fundamental labour rights in line with international standards.

Myanmar

At its 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution condemning Myanmar’s military junta and its widespread human rights abuses since the 2021 coup. The resolution calls for urgent international action, including humanitarian support, sanctions on military leaders, and greater solidarity from unions across the region, while urging Asia-Pacific governments and ASEAN to take a stronger, principled stand. It reaffirms PSI’s commitment to support Myanmar’s democratic movement, protect civilians, and work for the restoration of democracy and human rights.

Taiwan

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution supporting Taiwan’s meaningful participation in the World Health Organization (WHO). The resolution emphasises that health threats know no borders and excluding Taiwan undermines global health cooperation, pandemic preparedness, and disease surveillance.

Indonesia

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution condemning the harmful effects of the Job Creation Law in Indonesia and urged the government to develop a new Labour Law that protects workers’ rights, strengthens social security, and ensures meaningful union participation. PSI pledged full support to Indonesian unions in their campaign for a fair and pro-worker law that secures decent work and social justice.

Indonesia

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution urging Indonesia to reject privatisation and adopt a public pathway for its energy transition. While welcoming the Constitutional Court’s decision affirming state control of electricity, the resolution raises alarm over government plans to expand private power producers and accept neoliberal conditions under the Just Energy Transition Partnership. It calls for protection of workers and communities, and promoting South-South cooperation to achieve energy sovereignty and climate justice.

South Asia

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution urging the International Labour Organisation to work closely with public service unions in South Asia to defend workers’ rights and strengthen democratic governance. The resolution highlights governments’ failure to ratify and implement core ILO Conventions, widespread denial of basic rights for public service workers, and the growing influence of corporations over public services. It calls on ILO country offices to push governments for compliance, provide unions with technical and political support, and ensure tripartite dialogue that genuinely includes workers’ voices.

Philippines

At the 15th Asia-Pacific Regional Conference, PSI affiliates adopted a resolution expressing full support to the Alliance of Government Workers in the Water Sector (AGWWAS) in their campaign against the privatisation of local water districts in the Philippines. The resolution condemns the rapid expansion of Joint Venture Agreements with Prime Water Infrastructure Corporation, which have led to soaring water rates, declining service quality, weakened unions, and environmental damage.
