Trade Union Guide Nothing About Us Without Us: Advancing Disability Rights in Public Services Worldwide

The launch of the Trade Union Guide on the Inclusion of Persons with Disabilities in Public Services, developed jointly by PSI and ILO, has become a catalyst for union action across regions. More than just a technical resource, the Guide is a political tool to support trade unions in organising, bargaining and advocating for the rights of workers with disabilities.
Unlike integration that requires persons with disabilities to adapt, inclusion demands the adoption of environments that guarantee equal opportunities for persons with disabilities.

Trade Union Guide on the Inclusion of Persons with Disabilities in Public Services
2025: A Global Guide, a Collective Movement
In Asia-Pacific, the Guide stimulated renewed dialogue on disability inclusion, particularly in South and South-East Asia, during APRECON. The Equalities Workshop called for stronger networks, shared learning and the development of a regional campaign for inclusive public services. Unions in Australia, the Philippines and Nepal expressed strong interest, signaling growing momentum and recognition of the enormous contributions to public services that can be made by workers with disabilities.

Across Africa and the Arab countries, PSI used key regional spaces to promote inclusion. Presentations at AFRECON and related events introduced the Guide and reinforced the urgency of disability rights within trade union agendas. Unions in Arab countries have expressed readiness to take further steps towards accessibility, ownership, and regional expansion.

In Europe, key PSI affiliates have continued to lead in defending the rights of workers with disabilities and in building more inclusive workplaces.
In the Inter-American region, the Guide’s online launch led directly to action. IAMREC adopted a resolution to explore a regional network on the rights of persons with disabilities, bringing together union officers and workers with disabilities.
Guidance, Solidarity, and Collective Commitment
PSI’s progress in 2025 has been driven by the leadership of the Consultation Group of Persons with Disabilities, ensuring that advocacy is grounded in lived experience and political legitimacy. The ongoing support of the ILO and the active engagement of affiliates across regions demonstrate the strength of collective action and have helped move PSI towards a more strategic and coordinated approach.

The journey has been marked by responsibility, empathy, and thoughtful dialogue, fostering a wider societal awareness of inclusion, accessibility, and the richness of human diversity. May this progress continue in 2026.
Looking Ahead
The advances made in 2025 provide a solid foundation for the future. PSI is consolidating lessons from the Guide’s regional launches, work on violence and harassment, and the growing demand for disability-led networks and campaigns.
The achievements show that when trade unions lead, change is possible. PSI will continue working with affiliates, allies, and institutions to ensure public services work for everyone.
