Social dialogue in Japan Japan unions seek salary revisions for public service workers

On 21 June, the Public Servants’ Liaison Committee of the Alliance of Public Services Workers Unions (APU) met with the President of the National Personnel Authority for negotiation with regard to salary revisions for the year. The Committee demanded that the Authority’s recommendations be based on social dialogue and agreement with the Committee. The Committee also noted that due consideration be given to staff working both at central government and at prefectural and local governments. President Muto of JPSU (Japan Public Sector Union) attended the negotiation as the Committee’s Chair. President Kawamoto of Jichiro (All Japan Prefectural and Municipal Workers Union) and President Nikaido of Zensuido (All Japan Water Supply Workers Union) also attended the negotiation.
Administrative and clerical workers at the national, prefectural, and local government have been denied collective bargaining rights and the right to strike since 1948. The Authority's recommendations to the central government are designed to conform closely with the salaries paid by private enterprises. PSI affiliates in Japan have been campaigning for restoration of the rights, while Zenshokyo (National Council of Japanese Firefighters and Ambulance Workers) has been campaigning for the right to organise, as they are denied the right to organise.
