Interamerica IAMREC 2025: Solidarity Resolution with Panama

Whereas:
That Panama is experiencing a serious regression in terms of human, trade union, and democratic rights, as evidenced by the repression of popular demonstrations, the criminalization of trade union and community leaders, and the disproportionate use of force against indigenous peoples and social sectors.
That the Government of Panama has adopted measures that undermine the autonomy and existence of trade union organizations.
That these measures are part of a broader strategy of repression and weakening of the Panamanian trade union movement, which has been denounced by global trade unions and various human rights organizations.
That the Panamanian people have shown exemplary resistance to attempts to privatize natural resources and roll back social rights.
We resolve:
To express our full solidarity with PSI's Panamanian affiliates, SITIESPA and FENASEP, and with the entire Panamanian trade union movement in its struggle to defend labor, social, and democratic rights.
To categorically reject the anti-union measures implemented by the Panamanian government, including financial blockades, judicial persecution, repression of social protest, and denial of union funds.
To denounce before the international community the deterioration of the rule of law and human rights in Panama, requesting the intervention of the international community to guarantee freedom of association and the protection of human rights defenders.
Demand unrestricted respect for trade union autonomy and the international conventions ratified by Panama, especially ILO Conventions 87 and 98.
Call on all PSI affiliates in the region to maintain active international solidarity with Panama, promoting campaigns, public denunciations, and lobbying in international forums.
Finally:
IAMREC 2025, meeting on September 29 and 30, 2025, commits to accompanying the Panamanian trade union movement at this critical stage, reaffirming that international solidarity is our greatest strength in the face of repression and injustice.
With this statement, the undersigned organizations express not only our active solidarity with the Panamanian trade union and popular movement, but also our concrete commitment to send resolutions, official letters, and statements to the Panamanian state authorities, demanding an immediate end to repression, respect for labor rights, and the genuine reopening of social dialogue.
