Background: 

1. Since the World Congress, the adoption of the Programme of Action in 2023, as and the Regional Programme of Action in 2024, PSI's work on behalf of workers with disabilities has gained momentum. 

2. Two events demonstrate this new moment: 

• The establishment of a global consultation team of PSI workers with disabilities to advise on the implementation of the action programme 

• The launch of the Trade Union Guide for the Inclusion of Persons with Disabilities in Public Services in a joint effort between PSI and the ILO to build trade union capacity, including collective bargaining and social dialogue 

3. Several unions across the region, including in North America, the Caribbean and Latin America, made their work on the inclusion of workers with disabilities known through the survey that PSI developed in 2024 and ratified their interest in continuing the work, during the regional launch of the Guide, on 16 September in which representatives and union members with disabilities from all over the region participated. 

4. In Latin America, for several years there has been a group of workers with disabilities that was organized from the implementation of a project financed by the DGB to develop work on the issue of disability.  Although the project ended in 2023, the group has expressed interest in continuing the work, initially within the Committee to Combat Racism, Xenophobia and All Forms of Discrimination

6. Carry out a consultation at the level of all sub-regions on which unions are interested in forming a network on workers with disabilities in the region and integrate into it a representation of trade union officials on the subject, as well as workers with disabilities. 

7. To put on the agenda of the next meeting of IAMREC a report of the consultation to make the necessary decisions to advance in the strengthening of regional work on workers with disabilities 

8. Continue with the socialization of the Trade Union Guide to strengthen the work of affiliates in the region.
