The framework aims to operationalise the legislated commitment to Implement a whole of government policy that government services will not be contracted out where they could be performed by public servants. It aims to provide standardised guidance to public authorities in the Australian Capital Territory – ACT (Canberra) to de-privatise/remunicipalise/in-source public services & works that are currently privatised and/or outsourced to bring them back in-house. It is hoped the ACT in-sourcing framework can provide an important precedent that can be replicated across other jurisdictions in Australia and hopefully used as a benchmark for other countries and local authorities around the world.
