A central question in the ongoing Pathogen Access and Benefit Sharing negotiations is whether the PABS system can function effectively without clear contractual obligations governing access and use of biological materials and sequence information, including for benefit sharing. The negotiations are also grappling with issues commonly addressed in access and benefit sharing contracts such as on the handling of intellectual property etc.
This webinar will explore the implications of a PABS system whereby the sharing of materials and sequence information is largely based on voluntary norms rather than enforceable agreements and the impact of IP monopolies on R&D and access. Bringing together experts in global health law, civil society, public services, the discussion will explore these issues and reflect on how choices made in the negotiations will determine whether the PABS system will deliver accountable and equitable outcomes.
