The 5th reporting round on the implementation of the WHO Code of Practice on the Recruitment of Health Personnel will reveal the challenges that exist in ensuring that well-trained and committed personnel can fulfil the basic health needs. Since the introduction of the WHO Code, the problem area has changed and in some cases become more acute. As part of the policy dialogue, we are looking at these changes and asking ourselves how the WHO Code could be strengthened to meet the challenges.
Outcome: Common understanding of approaches to strengthen the WHO Code.
Guiding questions:
What are the trends in international recruitment practice in recent years? What challenges do they pose for healthcare staff?
How can the rights of health workers be strengthened in bilateral and multilateral migration agreements?
What are the main barriers for poor compliance with the WHO Code especially in countries worst affected by health workforce shortage?
What are the gaps that need to be addressed to strengthen the implementation of the WHO Code? How do we address them?
