Building trade union capacity and power in local and regional government (LRG) in the Caribbean

The effects and impact of climate change, increasing needs for more investment in public health, social and care services, and especially the COVID-19 pandemic continue to highlight the key role of local and regional government (LRG) in Caribbean SIDS.

 With the support and assistance of Fórsa, the sub-region is concluding an 18-month period of project work that has two components:

  1. a scoping/mapping exercise

  2. a Strategy and Planning workshop to develop well-defined strategies to grow the unions in the sector, develop their capacity and strengthen unions.

 The scoping exercise sought to answer some key questions:

  • What is the purpose of local government – is the Caribbean local government system achieving this potential?

  • What are the models of local government in the Caribbean?

  • How are the various local government systems performing in practice?

  • What is the status of public officers in local government?

  • How to fix it? What are the points of entry? How do the representatives of local government public officers get voice?

Prior to the workshop, members of the sub-region’s LRG Steering Group convened to review the report/research study.
