There are two means of implementation of the Paris Agreement and the NDCs in the Caribbean: at national level and at (sub) regional level – The Caribbean Community (CARICOM), and the Organisation of East Caribbean States (OECS). In light of the common space of the OECS where there are harmonised monetary and fiscal policies as well as common approaches to trade, health, education and the environment and other issues/sectors, PSI believes that genuine and meaningful engagement between public services unions and the Secretariat is critical.
PSI has also noted the OECS Commission’s involvement in climate action:
The representations made on behalf of SIDS in the Paris Agreement
The 2018 NDC forum
The just concluded Virtual Island Summit
Especially because of these and other engagements, PSI and its affiliates in the Caribbean, are building alliances in the sub-region.
The three-day activity in Saint Lucia has three main aims:
To conduct a small regional planning exercise focussed on OECS states for the 2020-22 period for the PSI - Union to Union climate change project
To share the Jamaican experience of the union’s role in climate change work (in unions/national centre, in government bodies);
To plan for lobbying intervention and follow-up at OECS Commission
These activities and discussions will also explore the future of Quality Public Services in the Caribbean in the context of building resilience to disasters and climate change and financing the transition.
